Eligibility

Key skills gaps will be identified (for tendering/contracting purposes) by examining labour market needs from many sources. To ensure the need has been correctly identified, a Justification/Identification of Training Needs Form (CDP 1) must be completed.

Training of people in employment in the private sector and commercial state bodies in the public sector is eligible for financial support. Employees in the Engineering Departments of Local Authorities are also eligible.

Training programmes must provide participants with portable and transferable skills.

Excluded Sectors

  • Primary agriculture sectoral training – provided by Teagasc;
  • Hotel & tourism sectoral training – provided by Fáilte Ireland;
  • Civil service and non-commercial state bodies e.g. IDA, Teagasc, Enterprise Ireland;
  • Community and voluntary organisations, the majority of whose funding is received from FÁS or other community support mechanism;
  • Local authorities (excluding engineering departments).

Excluded Activity

  • Conferences, seminars and workshops;
  • Specific training to meet individual company needs.
  • Mandatory training e.g. Safe Pass, CSCS;
  • Training for regulated operations.

Excluded Participants/Companies

De Minimis Aid is aid which does not require prior state-aid approval. The De Minimis Aid rule allows for a maximum of €200,000 of aid in the last 3-year period to any one company. Where the company has been in receipt of over €200,000 in De Minimis Aid or other state aid in the last 3-year period, from a state/semi-state agency, it will not be eligible for a training subsidy under this programme.

CDP funding is De Minimis Aid and companies receiving funding under the CDP must be advised accordingly (this is stated on Registration Form - CDP 10).
