Training Guidelines

FÁS is committed to a systematic approach to the development, delivery and review of its training provision in accordance with the FÁS Quality Assurance Training and Assessment Series. The purpose of FÁS training is to address labour market requirements, social cohesion and economic competitiveness at a national, geographical, sectoral, organisational and individual level.

FÁS considers and accommodates, as appropriate, all aspects of training provision at programme design stage, i.e. organisation mission, labour market requirements, target population, programme design, delivery, assessment, learner access, transfer and progression, programme review and, where appropriate, relevant work experience/placement.

Training guidelines have been developed in response to the needs of both industry and individuals.

The Quality Assurance Policies and Procedures employed by FÁS focus on drawing up a training Specification; preparing a training Plan; and Assessing training attainment. A pre-requisite for this process is that an identification of training needs has been completed, rational and cost implications have been considered and agreed.

Training Specification

The Training Specification guidelines, known as Quality Assurance (QA) 58/01, sets out the basic minimum standard when drawing up a training specification. It is a detailed statement of the items to be addressed when designing any block of training, be it a programme, course, module, or unit. As such, it takes into account such aspects as training aim, objectives, approach, equipment/materials to be used, the type of records to be kept, the assessment and certification system.

Training Plan

The Training Plan guideline, known as QA 39/01, sets out the minimum requirements when preparing a training plan. It is a framework which shows the general structure of training content designed to meet specified objectives. Preparing a training plan is a process of determining the content and sequence of training in order to provide direction to the learning and map against which learner progress can be gauged at any point in time.

Assessing Training Attainment

FÁS currently operates a range of assessment approaches for its various education and training programmes. All approaches are based on the measurement of Learner performance against predetermined standards. To date, FÁS has produced a number of high level documents which have served the organisation well as aids and guidance in the design and implementation of assessment. However, over recent years, both internal and external developments have had direct influence on the context in which FÁS assessments are undertaken, and they have resulted in additional requirements that FÁS has addressed. Not least of these are quality assurance and equality assurance requirements, which are a direct result of national legislation and internal policies, and processes which have been devised to address them.
